Plot Synopsis by Dave: Archie Channing (Gary Busey) is a ruthless businessman who has plans to make changes in his company that will affect the lives of all his employees.  However, he is involved in a tragic (okay, maybe not tragic) auto accident and is sent to the Gates of Heaven (which resemble someone’s basement rec room with a smoke machine) where he is denied entrance.  In order to get in, he must perform 2 tasks of goodness: to help his manager Dexter (Curtis Armstrong) and employees by not allowing his changes to take place and to help his brother Woodward (Christopher Atkins), a struggling video game designer, become financially stable.  Of cours, to make things more difficult (or probably some cosmic practical joke), dog hating Archie has to perform these tasks as a pomeranian named Quigley.  Sent to accompany him is a guardian angle named Sweeney (Oz Perkins) who is the only one who can see Archie as he really is.  Of course Sweeney is completely useless (aside from his many pointless and absurd costume changes) due to the fact that he is only allowed to observe and not help Archie.  While working on the tasks, the film gets a little drawn out with kooky antics of inept security guards, a German janitor, and a dog catcher  who try to capture Quigley, the audience’s attention is recaptured by Woodward’s wife (Jessica Ferrarone) Joanne’s breasts being put on display by the costume department.  Finally after completing these tasks Archie is told that he did it all for nothing, that there are no second chances.  “You cannot earn your way into heaven by doing good deeds... the only way into heaven is by faith, and faith alone.”  You can almost hear the comedic trumpet sound the obligatory “wha wha wha."  On the bright side, Archie wakes up in the hospital to find it was all a dream while he was unconscious from the accident, but still moves forward to change his life for the better.
